Five Tower Hamlets Councillors were put on a ‘committee’ that was mentioned in a report in October 2004 as being ‘responsible’ for the Council’s position on the Crossrail plan. Those councillors included Abbas Uddin ‘Helal’ or Helal Abbas, then ‘leader’ of the Tower Hamlets Council. Abbas Uddin ‘Helal’ is relevant because he is ‘a councillor for the Council ward that included the main target of the Crossrail hole attack on the Brick Lane and Whitechapel London E1 area’. The other councillors will be discussed later. In this legal update, the key argument against Abbas Uddin Helal in court will include the fact that he failed to represent the facts of the Council’s role on Crossrail to the community. He also failed to represent the community’s opposition to the Crossrail hole attacks plan back to the Council.He also failed to tell the community the facts of what the Council was actually doing. In fact, the allegations against Abbas Uddin Helal have been so comprehensive on the matter of the CrossRail hole plot that in our voluntary compliance with the rules of natural justice, we have given Abbas Uddin Helal countless opportunities to put to us his truthful, complete, factual and honest responses to the many questions. He has so far [that is at 0950 hrs GMT Sunday 23 July 2006] failed to do so. As the court applications against him and against his co-Crossrail hole plan committee councillors are due to start, we have today arranged for one last opportunity to be given to Abbas Uddin Helal to provide the replies to the questions that we have repeatedly and variously put to him.With or without his replies, the court applications against him and his fellow members of the Council’s ‘Crossrail’ “sub committee’’ [of October 2004] will go ahead. COURT ACTION AGAINST CROSSRAIL BILL MINISTER ON WHY £100 MILLION OF PUBLIC MONEY WAS GIVEN TO ‘CROSSRAIL COMPANY’ WITHOUT THE PUBLIC SEEING OR KNOWING WHAT THE MONEY WAS BEING USED FOR OR WHO WAS POCKETING HOW MUCH OF IT OR HOW MUCH OF IT WAS BEING EARMARKED FOR BRIBING CROOKED ELEMENTS ACROSS THE CROSSRAIL PLAN,ROUTE [or whatever] TO BUY OFF the communities [or more accurately their treacherous surrogate tokens] most affected by the Crossrail assault

As part of the constitutional law challenge to the government which has failed to show any evidence whatever of any real method for the public to know how so much public meiney is being ‘spent’ by the still-to-be legalised crossrail plankhoodeelaar! Asked the uk minister for transport, the so-called secretary of state, to explain how the £100 million of public money was being used and the department for transport replied with a statement of empty words. Meaningless words. The ‘legality’ of making the £100 million available to “clrl” [cross london rail link] is formally evident in the statement made in December 2005 in the uk houses of parliament, first in the house of commons and then in the house of lords. As I pointed out shortly after the allocation became publicly known, the uk department for transport had abused the ‘executive’ powers in misleading the public and making public money available without any accountability for the money. The same executive had got a bogus piece of legislation through parliament shortly before the allocation was made. That was ‘the railways act 2005’. The allocation was made under section 6 of the act. That section 6 is neither a means of finding out the truth nor is it a guarantor of accountability for public money being spent by the recipients of grant allocations.I asked the minister for crossrail, Alistair darling [who has since been replaced by Douglas alexander] to explain how the use or abuse of that money was to be monitored and inspected by the public.Alistair darling failed to address the question.his departmental communication in response to my questions to him, was as uninformative and concealing as ever. In the time between January 2006 and Friday 21 July 2006, I have asked dozens of times the same question in various forms and in various different parts and formulations and the department for transport has failed on each occasion to answer the question/s.I should add that the failure to answer the question/s has also been a refusal to answer the question. this is why the allocation to court will be a derailed and extensive form of the same question. The question/s will be put to court in conjunction with the khoodeelaar! Constitutional questions about the rest of the unconstitutional conduct by the promoter of the crass crossrail scheme plan project assault programme on the east end of london . The questions will be pout as both evidence of the Crossrail promoters abuse of power in Government and also that of their abuse of the powers to flout the UK’s obligations to uphold the human rights conventions.

Khoodeelaar! today has issued a challenge to the CBI to substantiate the latest CrossRail hole-plot lies at the expense of the East End Borough of Tower Hamlets community that faces the worst brunt of the flawed plan. Khoodeelaar! organiser Muhammad haque has sent a letter today to the CBI following a most banal claim, typically speculative, about 80,000 jobs being created in the East End of London. No to Crossrail Bill London Community Forum for Democracy 19.07.2006 As the Westminster House of Commons Crossrail Select Committee practically winds down the main business of going through the motions of hearing objections to the Bill, concern is rising about the very shabby way that the Committee has treated the main opponents. It is expected that the Select Committee will back the Government Crossrail Bill. Thousands of families will suffer across the East End as a result. To prevent this becoming inevitable, a London wide democracy pressure group has today extended its support to the Khoodeelaar! latest update by MUHAMMAD HAQUE at 1930 Hrs GMT Tuesday 18 July 2006The long-awaited legal action against the CROSSRAIL plan is starting next week. Was that necessary? Was that avoidable? Was there an alternative to taking High Court action? Will the High court agree with the applicants against the Secretary of State? What about the local MPs for Tower Hamlets? What about the local Councils? Did they approach their local council? All these questions can be firmly answered on the facts in the negative in that we have done all that could have been reasonably expected of us in the past 31 months since the Khoodeelaar! Campaign began. We asked the local council, the local councillors, the regional assembly member concerned, the ‘London mayor’ the local Blairing MP at the time to work with the campaign and in defence of the community against CROSSRAIL. We have seen the evidence of callous disregard and dishonesty. Blatant lying by all concerned against the community. We have encountered such systematic corruption on the local Tower Hamlets Council and via that Council that no rational person could expect that council to deliver any ethical or democratic response to the campaign demand that the Council must say No to CROSSRAIL hole project. It has been a long while since the UK's actual law-making process was put to any real scrutiny at an independent forum. What goes on in the name of scrutiny in the UK Parliament is so inappropriate, inadequate and patchy that to call it scrutiny is to really abuse the word scrutiny. There are so many bureaucratic and anti-democratic factors for this lack of democratic audit of the UK parliament. The most important one is that the 'people' are assumed to accept that elected members of the parliament are by that fact alone and actually actively engage d as the voices of the electors when conducting themselves in the Palace of Westminster. Nothing could be farther from the truth. And it is not a slogan. The Khoodeelaar! campaign over the past 32 months against the CROSSRAIL project has unearthed enough evidence to show that parliament is not working. It may not sound a staggering statement. But it is a frightening state of affairs. Without an active democratic and representative membership of parliament, the people do not stand a chance. The people therefore have no excuse to let the situation get out of control and for parliament to become a rubber stamp for what can only be an authoritarian order Just so that the campaign against CROSSRAIL is seen in the factual context, ALL THREE MAIN Parties are backing this fundamentally flawed project. The number of independent MPs who voted against is so small as to be insulting. There is no way that those MPs will make any difference if they followed the in-house voting arithmetic. Many hurdles have had to be got over before we arrived at this stage.

Tower Hamlets Councillors who claim to be ‘opposed to Crossrail’, have no option but to MOVE motions AGAINST Crossrail at every single public session of every single Council meeting, not just the ‘full Council’ meeting. This is legal, constitutional, political and community demand on and advice to these councillors. Do not delay. Do not make excuses. Do not pretend you have no way because you are not ‘in power’. The ONLY ‘power’ that you need is to be in place as a legitimately elected councillor. If you are a legitimately elected councillor, then do NOT make excuses, MOVE the motions against Crossrail NOW. Get your colleagues to do so. And get the Council to explain to you why they won’t let you move the motion. Demand an explanation of any legal excuse. They have no legal excuses. But we are telling you to do this so that YOU have no excuses. There is NO NEED to prevaricate. That is, hesitate. Dither. Do not hesitate,. Do not dither. Go ahead and call for a motion against CrossRail to be put on the agenda for the next meeting. Every Council meeting must be made a forum for opposing Crossrail.
